Chapter I General Provisions

Article 1 In order to standardize the use of synthetic surface products for track and field venues, improve the quality of surface material products, promote the quality of track and field venues, and meet the needs of holding high-level track and field competitions and carrying out mass track and field sports, the Chinese Athletics Association (hereinafter referred to as the China Athletics Association) formulates these measures with reference to the certification system of the World Athletics Federation (hereinafter referred to as the World Athletics Federation) and the current situation of Athletics Federation.

Chapter II Purpose of Examination and Approval

Article 2 Unify the standards of synthetic surface products for track and field venues, implement the requirements of the World Athletics Federation venues and competition rules, promote production enterprises to improve product quality, promote technological innovation and development, improve the competitiveness of my country's manufacturing enterprises, and promote the production of synthetic surface products for track and field venues The healthy development of the manufacturing industry ensures the safety of people's sports and fitness, and improves the competitive level of my country's track and field sports.

Chapter III Basis for Examination and Approval

Article 3 the examination and approval of track and field (runway) synthetic surface products of China Athletics Association shall be based on the track and field competition rules of the World Athletics Federation, the certification system of the World Athletics Federation and the standard manual of track and field facilities of the World Athletics Federation.

Article 4 National Standards Related to Synthetic Surface of Track and Field (GB/T 22517.6, GB/T 14833, GB 36246)

Chapter IV Application Qualifications

Article 5 The production and operation enterprises (including commissioned production or OEM types) of synthetic surface materials for track and field venues with legal personality and independent production bases may, as applicants, submit an application in writing to the Association for examination and approval.

Article 6 Applicants who have not been notified and criticized by the government, relevant administrative departments, or industry authorities within the first two years from the date of application.

Chapter V Examination and Approval Procedures

Article 7 The validation work consists of three parts: preliminary examination, product performance testing, and factory field inspection.

Article 8 Preliminary Examination

To apply for product approval, the applicant shall submit the following materials:

Application form for (I) validation (see Annex 1);

A copy of the business license of the (II) enterprise;

(III) the physical and chemical performance test report of the approved product sample block issued by the designated laboratory of China Track and Field Association (Annex 2). See Annex 3 for the test items and index requirements. The test report is valid within three months before the date of application;

(IV) apply for product pictures (front, side, bottom), samples and technical data;

(V) product model shall be declared in the form of brand and product model, and the following items shall be reported:

1. The parameters of various materials shall be filled in according to the proportion of polyurethane materials (see Annex 1), and the content of toxic and harmful substances shall meet the requirements (see Annex 3).

2. Apply for approval of the on-site material ratio list and brief construction technology of the product for comparison and inspection with on-site construction data during site acceptance.

(VI) production plant address, need to be equipped with independent production equipment and production capacity;

(VII) foreign brand products need to provide proof of origin, production address, correspondence address, contact information, proof of use of large international competition venues and other materials for verification.

After passing the preliminary examination, the association will issue a notice of approval and payment to the applicant and form a product approval team. After confirming that the applicant has submitted samples and technical information and paid the approval fee, the association shall organize the on-site inspection of the factory in accordance with the approval method.

Article 9 On-site inspection of the factory

The validation team shall conduct on-site inspection of the factory and fill in the inspection evaluation form (see Annex 4) to check whether it has production equipment and production capacity, and inspect the raw materials of the factory, the production workshop, the production process of the whole product, the finished product and product testing, on-site sampling, etc. If the above aspects meet the requirements, the product validation certificate shall be issued.

Chapter VI Approval Results and Approval Certificates

Article 10 The Association shall conduct examination and evaluation according to all the materials involved in the examination and approval and the evaluation opinions of Secondary specialized school and relevant units in the examination and approval process. An approval certificate shall be issued to the applicant who has passed the assessment.

The contents of the examination and approval certificate include: certificate number, competition category that can be accepted, name of the applicant, name of the product manufacturer, product registered trademark, product model, product appearance characteristics, product name and type and photo, date of issuance and validity of the certificate, name of the issuing institution and seal.

Article 11 The validation certificate shall be valid for two years from the date of approval. Within the validity period, the certificate and its number can be used in the relevant materials of the applicant, the production plant and the corresponding synthetic material track and field, but the applicant must distinguish between the approved synthetic runway and the synthetic runway that has not been approved.

Article 12 During the validity period of the examination and approval, when an enterprise publicizes the synthetic surface products approved by the Association, it may indicate the words "approved by the China Track and Field Association" on the publicity materials, but it must also indicate the number of the examination and approval certificate, the product model, the product specification, quantity, appearance and other information of the application system.

Article 13 The examination and approval certificate shall not be forged, altered, lent, leased or transferred. In addition to suspending or revoking the verification certificate and ordering the violator to take corrective measures, the violator shall be investigated for legal responsibility when necessary.

Chapter VII Management of Examination and Approval Certificates

Article 14 During the validity period of the approval, each model of approved products shall be paved with no less than 3 venues each year, and must pass the acceptance of the Chinese Athletics Association.

During the acceptance process, the laboratory designated by China Track and Field Association (see Annex 2) will be entrusted to test the sample block obtained from the construction site again and compare it with the physical and chemical performance data of the original block. After the data comparison is consistent and the sample block is tested, the point line, flatness and thickness of the track and field are tested.

Article 15 within the validity period of the examination and approval certificate, the applicant who has no quality problems in the process of site acceptance and use, and has fulfilled the corresponding responsibilities and obligations in the process of material supply and site laying, may apply to the China Track and Field Association for renewal of the examination, which shall provide the following materials:

Copy of the original approval certificate of the (I);

The list of track and field venues accepted by China Track and Field Association within the validity period of the (II);

(III) approved product raw material inspection form (see Annex 5)

Proof of the use of (IV) track and field venues.

The proof shall include: surface layer adhesion (whether there is bulging, delamination, etc.), color (whether there is color difference or color degeneration is serious), and the above information shall be submitted by the construction unit or the user unit. Reports or complaints of the applicable population (only real-name reports are counted) and corresponding pictures.

Article 16 During the validity period of the examination and approval, the association will adopt a random method to select 1-2 pieces from the reported track and field venues for on-site review. Notify the material production enterprise 30 days before the review, and the notified enterprise shall actively cooperate with the experts to carry out on-site inspection. After the material is verified to be qualified, the certificate of approval will be renewed.

Article 17 If the validity period is exceeded and no formal application for renewal is filed, it shall be re-examined and approved in accordance with these Measures.

Article 18 Cancellation of Approved Product Certificate

If the following circumstances occur, the product qualification certificate will be canceled, and the certificate holder will not be allowed to apply for approval within 2 years. At the same time, the holder will be informed and all member units will be notified.

(I) validation certificate expires;

The (II) is unqualified for more than 2 times (inclusive) due to the material problems of the approved products;

(III) unqualified during irregular random inspection or site acceptance reexamination;

(IV) approved enterprises will use the title of "China Track and Field Association approved products" for non-approved products;

(V) the enterprise is reported by the user within the verification period, and the investigation is true;

(VI) other problems of product quality occur;

(VII) by the government and the relevant administrative departments, industry authorities informed criticism.

Article 19 Appeals

The holder of the certificate of examination and approval who has objection to the cancellation of the certificate by the association may, within 30 working days from the date of the formal notice of cancellation of the certificate of examination and approval issued by the association, present to the association evidence and explanation that the certificate should not be withdrawn.

Article 20 Re-application

Any applicant whose certificate of examination and approval has been canceled may re-apply to the Association for examination and approval after rectification, and may re-obtain the certificate of examination and approval after passing the examination and approval by the Association.

Article 21 Alterations

(I) the approved products whose certificates are still within the validity period due to changes in national or industry standards, track and field competition rules or venue facilities manuals, the enterprise (or agent) holding the approved certificates shall submit a new application for approval and the testing report of the laboratory designated by the association to the association, and the original certificates shall continue to be valid after the association has re-approved the products.

(II) the business license of the certificate holder changes, the certificate holder shall notify the association in writing and provide the association with necessary data or samples to determine whether the synthetic runway still meets the approval standards.

The resulting costs are borne by the enterprise.

Article 22 Obligation to inform

Any changes that may affect the approval results of the approved synthetic products due to the enterprise's own reasons shall be notified to the association in writing, and the necessary materials or samples shall be provided to the association to determine whether the synthetic runway still meets the approval standards, and the relevant costs arising therefrom shall be borne by the enterprise.

Article 23 Publicity or Announcement

The association will publish the list of approved products obtained and canceled to all members of the association, and publish them on the official website of the Chinese Athletics Association and other media.

Article 24 Approval fee

(I) China Track and Field Association synthetic surface product approval fees include: application, review materials, certificate production and other fees involved in the approval process.

(II) the initial application, non-member enterprises are required to pay an approval fee of 70000 yuan per model product and a renewal fee of 60000 yuan per model product. Member enterprises are required to pay an approval fee of 60000 yuan per model product and a renewal fee of 50000 yuan per model product.

Chapter VIII Supplementary Provisions

Article 25 these provisions shall be implemented as of July 2020, and matters not covered shall be interpreted by the Chinese track and field association.
