Chapter I General Provisions

Article 1 In order to meet the needs of the popularization and development of my country's track and field sports, promote the healthy development of track and field construction, maintain the interests of the construction unit and the reputation of the construction enterprise, ensure that the track and field layout, marking, and the physical and chemical properties of the track meet the requirements of training and competition Use function, and meet the needs of mass fitness exercise, the China Athletics Association (hereinafter referred to as the "China Athletics Association") formulates these Measures with reference to the World Athletics Federation (hereinafter referred to as the World Athletics Federation) track and field facilities standards, the World Athletics Federation track and field track and field track and facilities certification system, and the relevant regulations and standards of my country.

Chapter II Purpose of Acceptance

Article 2 Unify track and field track standards, implement the requirements of the World Athletics Federation venues and competition rules, promote production and construction enterprises to improve product quality and construction level, promote technological innovation and development, improve the competitiveness of my country's track and field construction enterprises, and promote track and field construction The healthy development of the industry ensures the fairness of track and field competitions and the safety of people's sports, and improves the level of my country's track and field sports.

Chapter III Acceptance Basis

Article 3 the acceptance of track and field venues of China Athletics Association shall be based on the certification system of track and field venues and facilities of the World Athletics Federation, the standard manual of venue facilities of the World Athletics Federation and the rules of track and field competition.

Article 4 The synthetic surface layer of track and field venues shall be tested in accordance with relevant national standards (GB/T 22517.6 "Requirements and Test Methods for the Use of Sports Venues Part 6: Track and Field Venues" and GB 36246 "Synthetic Material Surface Sports Venues for Primary and Secondary Schools") (Annexes 4 and 5).

Among them, the construction requirements for site flatness, slope, thickness and thickening area shall be in accordance with GB/T 22517.6. The physical properties shall be in accordance with GB/T 22517.6 and GB 36246, and the chemical properties shall be in accordance with GB 36246. The performance index standards corresponding to the use scope and grade of the site are shown in Table 1.

Note: The physical properties of venues hosting various events sponsored by China Athletics Association shall meet the relevant requirements of GB/T 22517.6.

Article 5 Other requirements of the Chinese Athletics Association on track and field venues.

Chapter IV Acceptance Scope

Article 6 According to the construction standards and use requirements of track and field, the scope of acceptance is divided into the following three categories:

(I) Class I Track and Field

1. Refers to the newly built or rebuilt (including surface renovation) track and field venues for holding all track and field competitions, with a circumference of 400 meters and a radius of 36.5 meters (the World Athletics Federation recommends that all newly built runways should be built according to this radius). The radius of the rebuilt venues (the original foundation must be built before 2008) can also be 37.898 meters or 36 meters, with at least 8 main runways and natural grass, the sports facilities are in line with the Track and Field Competition Rules (latest) and the World Athletics Federation track and field facilities standards.

2. Pavement runway surface materials should be valid for the Chinese Athletics Association approved products.

(II) Class II Track and Field

1. 400 m track and field

Refers to the newly built or rebuilt (including surface renovation) track and field venues for holding all or part of track and field competitions, with a circumference of 400 meters, a radius of 36.5 meters, 37.898 meters or 36 meters, at least 6 main runways, natural grass or artificial grass, and competition facilities in line with the "Track and Field Competition Rules" (latest) and the World Athletics Federation track and field facilities standards.

2. 200 m standard indoor track and field

Refers to the newly built or rebuilt (including surface renovation) track and field venues for holding indoor track and field events, with a circumference of 200 meters, a radius of 15-19 meters (the radius of the newly built venue should be 17.2 meters), and 4-6 main runways. The sports facilities meet the indoor competition requirements stipulated in the competition rules.

(III) Class III Track and Field

Refers to the newly built or rebuilt (including surface renovation) used to carry out track and field sports and other sports activities, and the circumference or radius is not the track and field standard specified by the World Athletics Federation.

Article 7 The venue acceptance certificate is valid for 5 years, and 5 years is the time for the Chinese Athletics Association to recognize the competition results, which does not represent the life of the venue.

Article 8 All kinds of track and field venues can undertake events as follows:

Class I: National Games, Youth Games, National Track and Field Championships and other international and domestic track and field competitions sponsored by the Chinese Athletics Association;

Category II: National Workers' Games, Minority Games, All-Army Games, National Student Games, Provincial Games, National Sports College Games Track and Field Games, Prefecture (City) Games, National Track and Field Individual Games, Local University Middle School Games, etc. Track and field competition;

Class III: non-formal track and field competitions, physical education and public fitness.

Note: Only the track and field results created on the venue after the acceptance of the Chinese Athletics Association can be recognized by the Chinese Athletics Association.

Chapter V Acceptance Process

Article 9 Each applicant shall truthfully report the following information:

Application Form for (I) Acceptance (see Annex 1)

(II) Sampling Confirmation Letter (see Annex 2)

(III) Test report on physical properties and hazardous substance indicators of synthetic surface track issued by the designated laboratory of China Athletics Association (see Annex 3)

(IV) track and field construction design drawings or as-built drawings

(V) foundation acceptance certificate, including compactness, flatness and slope detection of foundation works

(VI) scriber to submit scribing report

Note:

1. Before the raw materials enter the site, it is recommended that the owner require the construction enterprise or material production enterprise to submit the raw material chemical test qualified report issued by the laboratory designated by the China Track and Field Association;

2. The physical properties and harmful substance indicators of the synthetic surface layer must be tested in the testing laboratory designated by the Chinese Athletics Association; the testing content shall refer to the relevant standards issued by the World Athletics Federation and the country, and refer to the relevant indicators of other track and field venues announced by the Chinese Athletics Association. Test;

3. According to the requirements of track and field competition rules, the runway surface layer of some areas of some events (such as high jump, triple jump, pole vault, etc.) shall be thickened, and the requirements of thickened areas shall conform to the World Athletics Federation Track and Field Facilities Manual and GB/T 22517.6;

4. Sampling and inspection: The representatives of the construction party and the construction party of the track and field venue will take samples at the same time, fill in the sampling confirmation letter and affix the official seal, seal it together with the sampling block and send it to the designated laboratory for testing.

Article 10 During the reporting period, the applicant shall pay the inspection fee, and the site acceptance fee standard is shown in Table 2.

Article 11 The relevant description of the acceptance cost standard:

The (I) acceptance fee shall be paid within 5 working days after the application for acceptance is submitted.

The (II) inspection fee is used for the pre-examination and acceptance data of the association's staff and experts and the city's transportation, instrument use and labor subsidies generated by the on-site acceptance (excluding the inspection fee for the sample block). The travel and accommodation of experts shall be borne by the enterprise and shall be implemented in accordance with the administrative measures for travel expenses of the central and state organs.

(III) The charging standard with a total quantity of 3 yuan or more in the above table is only applicable to the acceptance application of the same batch of the same enterprise in the same province (or adjacent area).

The reinspection fee after (IV) rectification is 1/2 for a single site inspection fee, for example, "the reinspection fee after Class II site rectification is 6000 yuan for members and 9000 yuan for non-members".

Article 12 The acceptance team of the Chinese Athletics Association shall conduct a preliminary review of the relevant materials submitted by the applicant, and after confirming that the materials are complete, conduct on-site inspection and acceptance.

Article 13 On-site acceptance shall be composed of acceptance personnel selected by China Track and Field Association, and a letter of introduction for track and field acceptance shall be submitted to Party A.

Class I track and field acceptance group consists of 3-4 people;

Class II track and field acceptance group consists of 2-3 people;

Class III track and field acceptance group consists of 1-2 people.

Article 14 Contents of on-site inspection and acceptance

The acceptance personnel comply with the "China Track and Field Association Track and Field Site Acceptance Expert Management Measures", and carry out on-site acceptance work in accordance with the "China Track and Field Association Track and Field Site Acceptance Work Manual. The contents of acceptance are as follows:

(I) track and field layout and the use of functions should be in line with the requirements of holding established track and field events competition;

The flatness and thickness of the main track and field events of the (II) track and field events shall comply with the requirements of the World Athletics Federation for track and field venues;

The bonding between the (III) runway surface layer and the base layer shall be firm, free of degumming and concave-convex phenomenon, and the appearance of the synthetic surface runway shall be free of bubbles, cracks or delamination, and the joints shall be tight and straight without obvious traces;

The color and luster of the (IV) runway shall be uniform and meet the design requirements;

(V) track and field line straight, uniform, no virtual edge;

The (VI) runway width and lane width, the height of internal protrusion, the number of lanes and straight lanes, the specifications of field venues, the size of embedded facilities, the parameters of the runway's point line, etc. shall meet the requirements of the competition rules.

Article 15 According to the pre-trial situation and in combination with the on-site acceptance results, an acceptance appraisal meeting attended by the site construction unit, the construction unit and the acceptance team of the China Track and Field Association will be held. The acceptance team will make on-site evaluation of the synthetic surface runway track and field site and put forward rectification suggestions for the sites with problems.

Article 16 For the site to be rectified, Party A shall require the construction party to complete it within a certain period of time. After the rectification, the construction unit and the construction unit shall jointly submit a rectification report with photos and relevant materials to the Chinese Track and Field Association, and the Chinese Track and Field Association shall issue a certificate after passing the examination. For the site with more rectification contents and affecting the use, the site acceptance shall be carried out again and the re-inspection fee shall be paid. For the standard, please refer to "Description 4 of the Cost Standard in the (II) Payment of Inspection Fee in Article 5 Track and Field Site Acceptance Process".

Chapter VI Acceptance Certificate

Article 17 Certificates and plaques issued by the China Track and Field Association shall be issued to Class I, Class II and Class III track and field venues that have passed the inspection and acceptance (Class II track and field venue qualification certificate shall be issued to indoor 200-meter standard track and field venues).

Article 18 The contents of the certificate include:

The contents of Class I track and field site certificate include: site construction unit (which may include general contracting unit of the project), construction unit, site name, category, length and radius of synthetic surface runway, approval number of China's synthetic runway surface product, runway product name, certificate number, issuing date and seal of issuing authority.

Class II track and field site certificate includes: site construction unit, construction unit, site name, category (missing items), synthetic surface runway length, radius, China synthetic runway surface product approval number (non-approved products do not write this), certificate number, issuing date, issuing authority seal.

The contents of Class III track and field certificate include: site construction unit, construction unit, site name and category (it cannot host domestic Class 1-7 official competitions stipulated in the track and field competition rules of China Track and Field Association), approval number of China's synthetic track surface (this item is not included in non-approved products), certificate number, date of issuance and seal of the issuing authority.

Article 19 the China track and Field Association will publish on the official website of the China track and Field Association, the public Wechat platform of the venue equipment Committee, the China track and Field Yearbook and relevant newspapers and magazines, the names of the track and field venues, construction units, construction units and acceptance personnel that have passed the acceptance by the China track and Field Association and obtained the acceptance certificate of the track and field venues.

Chapter VII Supplementary Provisions

Article 20 these provisions shall be implemented as of July 2020, and matters not covered shall be interpreted by the China track and Field Association.
